The "Framework" for a proposed agreement on dioxin contamination in the Midland community and the Tittabawassee River between The Dow Chemical Company and the citizens of Michigan (the DEQ is their legal representative) requires that the company provide a "dioxin information package" to all owners of Priority 1 properties by December 31, 2005.

"Priority 1" properties are those Midland and riverside properties which have a confirmed dioxin contamination of 1,000 ppt-TEQ or greater or are assumed to have such a level based on their location to Dow's waste incinerators or floodplain location.

In February, 2005, the company proposed to sent each Priority 1 property owner a copy of the dioxin-related pamphlets from various State of Michigan regulatory agencies, in addition to similar information from the EPA and the ATSDR (Agency for Toxic Substances and Disease Registry).

While this information is helpful in providing general background, more information – specific to Midland and the Tittabawassee River – is needed to better understand the risk of dioxin exposure in the Midland area.
